The beginnings of social protection for children in Łodz. Local organisations and transnational networks (1900-1919)
Les débuts de la protection sociale infantile à Łodz. Associations locales et réseaux transnationaux (1900-1919)

In the industrial city of Łodz in Poland, at the time part of the Russian empire, a dynamic network of organisations was created at the start of the 20th century by reformist medical officers of health to fight against the high infant mortality rate. Inspired by Goutte de Lait in France, the Kropla Mleka organisation provided the children of poor families with milk and medical care and informed them on hygiene and breastfeeding. In response to the growing needs of populations during the First World War, the organisation raised its professional standards in terms of child protection. These experiences were a crucible of social protection policy in the new Polish state, and also served to ensure the continued existence of an organisation-based and municipal sector that both supplemented and competed with the state.
Dans la ville industrielle de Łodz, située dans la Pologne rattachée à l’empire russe, un réseau associatif dynamique avait été créé au début du XXe siècle à l’initiative de médecins hygiénistes et réformistes, pour lutter contre la surmortalité des nourrissons. Inspirée par la Goutte de lait fondée en France, l’association Kropla Mleka distribuait lait et soins médicaux aux enfants des familles pauvres, tout en inculquant règles d’hygiène et allaitement maternel. Au cours de la Première Guerre mondiale, face aux besoins croissants des populations, l’association renforça sa professionnalisation dans la protection infantile. Dans le nouvel État polonais, ces expériences associatives seront le creuset de la politique de protection sociale mais elles assureront aussi la persistance d’un secteur associatif et municipal à la fois complémentaire et concurrent de l’État.
