Borders in the Central American Isthmus: From Symbolic Margins to Spaces under Construction
Les frontières de l'isthme centraméricain, de marges symboliques à des espaces en construction
Résumé
The present context induces the central american states to take a renewed and updated interest in their common boundaries. The central american territory is illustrative of the dynamics of the last decades of the XXth century which have witnessed a change in the way boundaries are understood as integral to the processes of regional integration. The analysis developed in this article examines the way in which a politics promoting transnational relations has emerged which gets beyond the classical territorial perception of boundaries/borders as symbolic borders and lines of division in order on the contrary to re-evaluate the central American border regions as spaces of privileged interaction. It is a matter of understanding the importance in the isthmus which the promotion of transborder cooperation represents today from the macro-regional to the local scale.
Le contexte actuel pousse les États centraméricains à s’intéresser à leurs frontières communes selon une perspective renouvelée. La région centraméricaine est illustrative de la dynamique des dernières décennies du xxe siècle, qui a vu s’opérer un changement d’appréhension des frontières, constitutif des processus d’intégration régionale. L’analyse développée dans cet article interroge la façon dont émergent des volontés politiques promotrices de relations transnationales, pour dépasser la vision territoriale classique des frontières comme marges symboliques et lignes de division, et au contraire valoriser les régions frontalières centraméricaines comme des espaces d’interaction privilégiée. Il s’agit de comprendre l’enjeu que représente aujourd’hui dans l’isthme la promotion de la coopération transfrontalière, de l’échelle macro-régionale à l’échelle locale.
