Résumé
This article examines how new tools to control and manage agricultural development policy were introduced in the early 1970s. This managerial turn was not imposed from the outside, but was part and parcel of internal fights in French professional agricultural organisations and specific administrative branches. The new methods introduced in the wake of the Rationalisation des choix budgétaires (RCB, Rationalisation of Budget Choices) policy helped to delegitimise the traditional concept of agricultural development, which linked the selection of farmers with the promotion of family farms, instead favouring the fragmentation of the work of the agricultural council, relying on performance indicators, and encouraging specialisation and intensification.
L’article se propose d’étudier la politique de développement agricole comme un laboratoire pionnier d’introduction du Nouveau management public en France. Dans le sillage de la Rationalisation des choix budgétaires (RCB) des années 1970, de nouveaux instruments de gestion et de contrôle managérial (objectifs chiffrés, indicateurs, évaluation) bouleversent non seulement la mise en oeuvre mais également la philosophie de la politique de développement agricole. L’étude de ces réformes managériales, des traductions et des résistances qu’elles ont suscitées, met en lumière les rapports de forces entre administrations d’État et organisations professionnelles agricoles concurrentes, ainsi que les luttes internes ayant conduit à la redéfinition de la notion de « modernisation ».
