Les mécanismes de plainte des banques multilatérales de développement comme voie d'accès à l’information environnementale en Amérique latine : limites et conditions

Abstract : In a forthcoming book about the right to environmental information in Latin America, this chapter deals with multilateral development banks’ grievance mechanisms. These mechanisms, commonly known as “Independent Accountability Mechanisms” (IAMs), allow people affected of likely to be affected by a project supported by an international development bank to ask it to account for the project’s environmental impacts. This study does not claim that IAMs were created to improve access to environmental information. It explores how these international soft law mechanisms may contribute to facilitate such access, based on a comparative analysis of their practice which confronts the IAMs procedures with the requesters’ points of view and with the circumstances of the request.
