Contradictory urban priority issues and increased vulnerability in a marginal pericentral space : left bank of the Rimac in Lima (Peru).
Enjeux urbains contradictoires et vulnérabilité accrue dans un espace marginal péricentral : la rive gauche du Rimac à Lima (Pérou).
Résumé
The article shows the marginal character of the MIRR (Margen Izquierda del río Rímac, the left bank of the Rimac, Cercado de Lima, Lima, Peru), taking account of its riverside location, its poverty, degradation into slum conditions and high vulnerability to a variety of both natural and anthropogenic risks. However, this space reveals some major priority issues, sometimes contradictory both from the point of view of the people who live there and that of the metropolitan council. These major issues are linked to the immediate proximity of the historical centre and to the advantages procured by a situation for which legislation is absent, particularly for the solid-waste collectors. The strategies developed by the different actors lead to the perpetuation of the marginalization of a space nevertheless situated in a position within the agglomeration, which contributes to the progressive, tragic intensification of vulnerability of the whole population. In the face of this situation, three possible solutions emerge : the status quo, a great push forward by the municipality or a gradual change based on negotiation and compromise.
L’article montre le caractère marginal de la MIRR (Margen Izquierda del río Rímac, rive gauche du Rimac, Cercado de Lima, Lima, Pérou), compte tenu de sa localisation en bordure du cours d’eau, de sa pauvreté, sa taudification et sa très forte vulnérabilité à de nombreux risques d’origine naturelle ou anthropique. Cependant, l’espace révèle des enjeux importants, parfois contradictoires, tant pour sa population que pour la municipalité métropolitaine. Ces enjeux sont liés à la proximité immédiate du centre historique et aux avantages que procure une situation de non droit, en particulier pour les collecteurs de déchets solides. Les stratégies développées par les différents acteurs conduisent à pérenniser la marginalisation d’un espace pourtant situé en position centrale au sein de l’agglomération, ce qui contribue à accroître progressivement et dramatiquement la vulnérabilité de l’ensemble de la population. Face à cette situation, trois solutions se présentent : le statu quo, le coup de force de la part de la municipalité ou une évolution en douceur fondée sur la négociation et le compromis.
