Modélisation d'accompagnement en gestion conservatoire : expérimentation au sein du réseau Natura 2000

In the dynamic context of land use changes in coastal zone, this study tested the companion modeling in conservation management of habitats and species of a local site (Crozon, Brittany, France). The objectives are to identify and share expectations, constraints and practices of local stakeholders involved in the implementation of Natura 2000, to raise awareness of ecological and social dynamics which may take place in the near future by the elaboration of scenarios. The iterative process allows to combine scientific expertise and local knowledge at all stages of the process and leads to various outcomes including biodiversity indicators based on several management scenarios. The experiment demonstrates the operational interest of the companion modeling in a suitable program (legitimacy of the process, the availability of a social network, models and data). It shows too the relevance of local experimentation in conservation planning.

RESUME. Dans le contexte dynamique des changements d'usages des sols sur la zone côtière, l'étude expérimente la modélisation d'accompagnement en vue de contribuer à la gestion conservatoire des habitats et des espèces sur un site (presqu'île de Crozon, Bretagne, France). Les objectifs sont d'identifier et de partager les attentes, les contraintes et les pratiques des acteurs locaux impliqués dans la mise en oeuvre de Natura 2000, de les sensibiliser aux dynamiques écologiques et sociales susceptibles de se dérouler dans un futur proche par la co-construction de scénarios. Le processus itératif mis en oeuvre permet de combiner les savoirs experts et locaux à toutes les étapes du processus et conduit à divers résultats dont des indicateurs d'état de la biodiversité en fonction de plusieurs scénarios de gestion. L'expérimentation démontre non seulement l'intérêt opérationnel de la modélisation d'accompagnement dans une scène de gestion adaptée qui confère une légitimité à la démarche, mais aussi la pertinence de son emprise locale.
