Making Nationalists out of Frenchmen? Sub-State Nationalism in Corsica

In this paper we propose the first analysis of the electoral performance of the nationalist movement in Corsica. Surprisingly forgotten in the literature, it has consistently gathered around 20 percent of the votes on average in regional elections, a good performance by Western European standards. We have followed a double strategy. First, we have run an ecological analysis of a new dataset including observations from all Corsican towns (360 towns) for all regional elections since 1992. Secondly, we have complemented the ecological findings with individual-level data. Our results show that the classical combination of economic-based and identity factors that normally account well for nationalist voting is conditioned in the Corsican case by the existence of two specific phenomena: the tendency of the nationalist movement to experience internal divisions and party splitting; and the extraordinary electoral resilience of local notables, the traditional French-loyal political leaders on the island.
Cet article est consacré aux résultats électoraux du mouvement nationaliste en Corse. En premier lieu, nous procédons à l'analyse écologique d'une base de données prenant en considération l'ensemble des communes corses et tous les scrutins régionaux sur la période 1992-2004. En second lieu, nous complétons ces résultats à l'aide de données au niveau individuel. Nos résultats montrent que la classique combinaison de facteurs économiques et identitaires, caractéristique du vote nationaliste, est conditionnée en Corse par deux phénomènes spécifiques : la tendance du mouvement nationaliste au fractionnement interne et à la scissiparité ; et l'extraordinaire résilience électorale des notables locaux, les leaders politiques traditionnellement loyaux à la République française dans l'île.
