Morocco’s history is closely tied to sub-Saharan Africa. For many centuries, the country experienced vivid exchanges with the rest of the continent. This pattern radically changed by the 19th century, with European colonialism effectively cutting Moroccan links with sub-Saharan Africa and shifting the country’s economic interests northwards. The legacy of colonialism had a considerable influence in shaping contemporary Moroccan foreign relations. Indeed, since its independence in 1956, Rabat focused much of its efforts on building its relations with Europe and North America whereas generally disregarding sub-Saharan Africa. In this paper I re-explore the history of Moroccan foreign policy with sub-Saharan Africa in the post-independence period. I argue that while Morocco initially gave little attention to sub-Saharan Africa, the Western Sahara stalemate in the 1990s resulted in changing Rabat’s strategy vis-à-vis the rest of the continent. With the priority to secure Rabat’s territorial interests, Morocco started ever since investing massive efforts in (re)building its ties with sub-Saharan Africa.

L’histoire du Maroc est étroitement liée à l’Afrique subsaharienne. Pendant plusieurs siècles, le pays a eu des échanges intenses avec le reste du continent. Cette dynamique a radicalement changé au XIXe siècle. La domination coloniale européenne a eu pour conséquence de rompre les liens entre le Maroc et l’Afrique subsaharienne et de réorienter ses intérêts économiques vers les pays du Nord. L’héritage colonial a eu une influence considérable sur les orientations de la politique étrangère marocaine. En effet, depuis son indépendance en 1956, Rabat a continué à développer ses liens avec l’Europe et l’Amérique du Nord, tout en négligeant ses relations avec l’Afrique subsaharienne. Cet article revisite l’histoire de la politique étrangère marocaine avec l’Afrique subsaharienne dans la période postcoloniale. Il démontre qu’alors que le Maroc avait initialement octroyé peu d’intérêt à l’Afrique subsaharienne, l’impasse du conflit du Sahara Occidental dans les années 1990s a eu pour conséquence de changer la stratégie de Rabat vis-à-vis du continent. Avec comme priorité de sauvegarder son intégrité territoriale, le Maroc a dès lors investi massivement dans la (re)construction de ses liens avec l’Afrique subsaharienne.
