Telecommunications do not create urgency but they do make possible its extension. It is because real time exists and therefore the possibility of taking action at the last moment, that organizations and individuals can adopt last minute scenarios. By being too focused on the most immediate solil itations both people and structures run the risk of losing all strategic power to the benefit of simple tactics of adaptation to an environment which they no longer control. In this situation, information becomes just noise, speed becomes precipitation and action becomes uncertain. From being voluntary and active, choice becomes reactive, aleatory and improvised and is very likely to be dependent rather than voluntary.

Las telecomunicaciones no generan la urgencia pero permiten su extensión. Las organizaciones y los individuos se inscriben en guiones limitados porque hay un tiempo real que da la posibilidad de reaccionar en el último momento. Porque sólo consideran la reacción a solicitaciones inmediatas, las personas y estructuras corren el riesgo de perder todo poder estratégico en beneficio de tacticas de adaptación a un entorno que ya no controlan. En este caso, la información se convierte en ruido, la velocidad en precipitación, y la acción en incertidumbre. De reflexionada, voluntaria y activa, la selección se vuelve reactiva, aleatoria e improvisada, y tiene muchas probabilidades para ser dependiente.

Les télécommunications ne créent pas l'urgence mais permettent son extension. C'est parce qu'il y a temps réel, et donc possibilité de réagir au dernier moment, qu'organisations et individus s'inscrivent dans des scénarios limites. Focalisées sur la réaction aux sollicitations immédiates, personnes et structures courent alors le risque de perdre tout pouvoir stratégique au profit de pures tactiques d'adaptation à un environnement qu'elles ne maîtrisent plus. Dans ce cas, I'information devient bruit, la vitesse précipitation, et l'action incertaine. De réfléchi, volontaire et actif, le choix devient réactif, aléatoire et improvisé, et a donc toute chance d'être dépendant.
