Scale Invariance and Scaling Exponents in Fully Developed Turbulence

We apply the general formalism of equivalence of reference fields in scale invariant systems (Dubrulle and Graner, preceding paper [1]) to fully developed isotropic turbulence. Scale symmetry, the postulate of equivalence and regularity select the only physical solutions: the log-Poisson distribution, and its limits, the beta model and the Kolmogorov solution. The parameters left free by the symmetries are selected in relation with physical constraints applied on the turbulent flow. The link with previous models and experimental measurements of the scaling exponents is briefly discussed.
