Résumé

Since independence, Kenya's political system has loosely resembled an ethnic democracy that produces structural inequalities in access to state services between the different ethnic groups. Nevertheless, the situation of the populations that have been excluded from the national narrative has improved overall—except for the Somalis. This chapter tries to understand why some constitutional and administrative reforms do not have the same integrative effect from one region to another and from one community to another.
