Tolérance de politiques linguistiques par l'Etat français: tentative d'explication à partir du cas breton

Abstract : The French State not only tolerates the language policy led by the Region of Brittany but also supports it financially and logistically, especially by offering bilingual French/Breton teaching in public schools. Studying this specific case, I will attempt to make out from what perspective the State can appreciate the opportunity of such involvement. Does the analysis of the stakes, and more particularly the costs (expenses and risks) as well as the benefits plead in favor of a conciliatory attitude? A close scrutiny of Brittany’s sociolinguistic situation and language policy reveals that the risks are very limited. However, the expenditures incurred are rather scarce too yet they allow for a delay strategy, not to mention that the State can resort to means of pressure to make up for the abovementioned costs.
