L'Etat social-écologique, chantier transnational enfoui : le projet de Welfare Society de l’OCDE, 1973-1985

This article contributes to a transnational history of the social state at the turn of the 1970s-1980s. The production and reception of the report perceived as emblematic of the neoliberal “groundswell” against the Welfare state (OECD, The Welfare State in Crisis, 1981) provides an entry-point to trace the transformation of transnational spaces confronting governments, international secretariats, and competing academics, employers’ associations and trade unions. Against the backdrop of a short-sighted and teleological narrative, this investigation underscores the embeddedness of this report in a longer-term project of integration of the social and the economic at the OECD, which purported to become the “new Beveridge report” and to extend the Welfare state. This initiative built on the expansion of the informational and social capital of the Directorate for social affairs of the OECD towards new domains (labor, environment, education, housing, health). Resistance against this initiative from economic sectors within and outside of the OECD altered the scope and political significance of this endeavour. The article shows that the cleavages between “economic” and “social” sectors permeated not only international secretariats like the OECD and national state apparatuses, but also academic spheres and trade union sectors. These dual and asymmetric oppositions, deployed in a homologous way across different spaces, shaped both the power relations at play and the meaning conferred to the project. They help explain the failure of the socio-economic and environmental initiatives fostered by the OECD, as well as the European Commission and the ILO. The hegemony of economic sectors, most often anticipated by social sectors, contributed to the enduring neoliberal economisation of the social and environmental state.
Cet article contribue à l’histoire transnationale de l’État social au tournant des années 1970-1980. L’étude de la production et de la réception du rapport tenu pour emblématique de la « lame de fond » néolibérale ayant frappé les États-providence (OCDE, The Welfare State in Crisis, 1981), sert de traceur aux transformations d’espaces transnationaux, mettant aux prises gouvernements, secrétariats internationaux, fractions universitaires, patronales et syndicales. Contre la lecture hâtive et téléologique de ce rapport, l’enquête exhume un projet au long cours d’intégration du social et de l’économique à l’OCDE qui ambitionnait de devenir le « nouveau rapport Beveridge » et d’étendre le « Welfare State ». Cette initiative participe de la croissance du capital informationnel et social du Département des affaires sociales de l’OCDE sur de nouveaux domaines (emploi, environnement, éducation, logement, santé). Les résistances des secteurs économiques, internes et externes à l’OCDE, auxquelles se confronte cette initiative en altèrent le sens et la portée politique. L’article montre que les clivages entre secteurs « économiques » et secteurs « sociaux » traversent aussi bien des Secrétariats internationaux comme l’OCDE que les appareils étatiques nationaux voire les secteurs universitaires et syndicaux qui y interviennent. Ces oppositions duales et asymétriques, déployées de façon homologue sur différentes scènes, ordonnent les rapports de forces et de sens en présence et expliquent l’enfouissement d’initiatives socio-économiques, voire écologiques, à l’OCDE, aussi bien qu’à la Commission européenne ou à l’OIT. L’hégémonie des secteurs économiques, le plus souvent anticipée par les secteurs sociaux, concourt à l’économicisation néolibérale durable de l’État social et écologique
