Public participation and the European Water Framework Directive. Role of information and communication tools. WP3 report of the HarmoniCOP project

Résumé
The increasing importance of stakeholder and public participation in river basin management puts increasing demands on the type and the role of IC-tools. On one hand information must be accessible for different non-expert groups. On the other hand IC-tools are not only a means for transferring information but are instrumental in shaping processes of social learning and communication in a network of stakeholders in a river basin. The HarmoniCOP project adopted such a broad definition of IC-tools and developed a typology to characterize a wide range of tools. A base was established for investigating and evaluating the role of IC-tools in different phases of social learning during the development of a river basin management plan. This report presents the main findings of this analysis.
La part de plus en plus importante accordée aux acteurs concernés et à la participation du public dans la gestion des bassins versants accentue le besoin de maîtriser les rôles et les usages de différents outils d'information et de communication. D'une part, les informations doivent être accessibles aux non-experts. D'autre part, les outils d'information et de communication ne servent pas seulement à communiquer des informations, ils servent aussi à supporter des processus d'apprentissage collectif au sein de réseaux d'acteurs d'un même bassin hydrographique. Le projet européen HarmoniCOP a adopté cette vision large des outils d'information et de communication et en a proposé une typologie. Il a ensuite proposé un ensemble de critères pour étudier et évaluer le rôle de ces outils dans les provessus d'apprentissage collectif à différentes phases d'élaboration des schémas d'aménagement et de gestion des bassins versants. Ce rapport présente les principaux résultats de ce travail.
