French Decommissioning schemes : a DEA Evaluation of the performance of a public policy : a first draft

Résumé

In this paper we focus on budgetary assistance which is usually more simple to quantify. Budget subsidies can be distinguished into varied grants : some of them are public expenses while the others are fiscal subsidies. The latter is of considerable importance but will not be considered in our study which is focused on public expenses and more particularly on public expenses aimed at structural actions. Two kinds of structural actions are financed by public funding. Financial support can be allocated for the construotion and modemisation of fishing vessels to ensure the competitiveness of the fleet but grant aid can be allocated to eliminate excess capacity too.(Giguelay, 1999) In this presentation we focus, on public amounts given out to encourage fishermen to end their activity by scrapping their vessel or export them out of the Community waters.
