Risk management in the public sector: the case of a public-private partnership in the development of a multimodal transport
La gestion du risque dans le secteur public : le cas d'un partenariat public-privé dans le développement d'un transport multimodal

Decrease of rail freight, stagnant waterway transport, and the use of road transport can have significant environmental consequences. In order to minimize emissions of transport pollutants, public authorities propose a modal shift towards more environmentally friendly modes of transport. There are several public and private actors involved in the various aspects of an intermodal transport implementation. Through this qualitative research, we identify the risk factors that influence the implementation of intermodal rail-road transport in a public-private partnership. The results presented in this paper refer to a project that aims to connect the main French ports to major cities by railway freight.
