Résumé
The increasing use of project management as mode of action, leads us to wonder how the supply chains are constituted, organized and piloted in temporary organisations. To answer to this question, we had a close look on the humanitarian supply chain, which has particular characteristics due to its dynamic and ephemeral aspect, but also by the unpredictability of the demand to be managed. Then we have analysed the theories relating to temporary organizations and dynamic capabilities. We have gauged what role the logistics services providers could play in the humanitarian supply chain. Then we have formulated a set of propositions and we have elaborated a tentative model for this supply chain to be piloted by a 4 PL service provider in a mode "Plug and Play / Unplug".
Le recours croissant au mode d’action de type projet nous amène à nous demander comment au sein d’organisations temporaires, les supply chains se constituent, s’organisent et comment elles sont pilotées. Pour répondre à cette interrogation, nous nous sommes intéressés à la supply chain humanitaire d’urgence qui revêt des caractéristiques bien particulières de par son aspect dynamique et éphémère, mais aussi du fait de l’imprédictibilité de la demande à laquelle elle doit faire face. Nous avons analysé les courants théoriques relatifs aux organisations temporaires et aux capacités dynamiques. Nous avons ensuite jaugé le rôle que peuvent jouer les prestataires de services logistiques, et en nous appuyant sur le concept d’assemblage dynamique, nous proposons un modèle de pilotage de cette chaîne par un prestataire de type 4 PL en mode « Plug and Play/ Unplug ».
