La politique commerciale américaine : une perspective historique

The U.S. commercial policy is renewing with an old tradition only suspended in the post World War II period. The modern notions of « reciprocity » and « fair trade » were formerly propounded. The commercial policy institutions have been driven in that way and a Congress, which has been reinforced, compels the executive branch to take protectionist actions.
La nouvelle politique commerciale américaine renoue avec une tradition mercantiliste seulement interrompue après la Seconde Guerre mondiale. Ainsi, les notions de « réciprocité » et de « commerce loyal » ne sont pas des conceptions nouvelles. L'évolution des institutions de la politique commerciale a permis cette évolution et le renforcement du Congrès contraint l'exécutif à accepter des mesures protectionnistes.
