DEUX SOPHISTICATIONS TECHNIQUES OU LA PROJECTION SUR UN TERRITOIRE D'UNE IDEOLOGIE DE LA RATIONALITE TECHNIQUE : LA CENTRALE NUCLEAIRE DE BRENNILIS EL 4 ET L'USINE MAREMOTRICE DE LA RANCE. BRETAGNE 1967.
Résumé
ABSTRACT: The period of the Sixties sees the energy production in France, until there of thermal and hydraulic origin, relayed by other dies in a context of industrial and commercial redeployment. Engineers of the "Ponts" join the Commission of the Plan, in particular the Management ot the Forecast of the Ministry for the Economy, being diverted, apparently, from the technique to prefer searchs for operational studies of mathematical economy. Others leave the public sector to join the private sector. Two achievements, resting on a scientific base with tempting characteristics, are projected in a prospective vision of the regional development of the West of France. EL 4, power station of demonstration being used for the experimentation of a solution adopted in Canada, is built between 1961 and 1967 in a disinherited canton. Having a power of 70 megawatts, it must operate with a moderated reactor with heavy water and a cooling with carbonic gas. The experiment in the mounts of Arrée is established in the perimeter of the future regional park of America composing with several partners with the unexpected intrusion of "the street of Valois", direction of Architecture. Technical sophistication of old use of the force of the tides, generated by the intrusion of econometrics in the system of thought of Polytechnicians "X" and "Ponts et Chaussées", the slash of the dam-bridge of the Rance river beyond its strong cognitive pregnancy take on an iconic significance in a particular economic context. In the course of its completion, is inaugurated in November 1966 by the Général de Gaulle. An audacious structure, sophisticated, proud, attractive, monumental, inviting to an ambiguous contemplation on the background of a modification of the site morphology. Two imprints resulting from an architectural expression of an intense rationality : Subordination? Agression? Deterioration of two sites? The integration of these equipments had value of test. Which were the fields of transmission of these two production industries of electrical energy, tested in France, on an experimental basis, remained without continuation? What represented the fields of application of these two prototypes built in Brittany, estimated like "flattering gifts" for some, inappropriate to the territory for others or like missed occasions. Is the scientific creativity a guarantee of growth and economic success? Two challenges as regards civil engineering with innovating technical applications. A competence : the one of Robert Gibrat and other personalities. From a double point of view, the one of the historian of arts and architecture and the one of the historian of civil engineering, we propose to decipher these two buildings, from their genesis to their iconoclastic dimension.
RESUME : La période des années soixante voit la production d'énergie en France, jusque là d'origine thermique et d'origine hydraulique, relayée par d'autres filières dans un contexte de redéploiement industriel et commercial. Des ingénieurs des Ponts rejoignent le Commissariat au Plan, en particulier la Direction de la Prévision du Ministère de l'Economie, se détournant, apparemment, de la technique pour lui préférer des recherches d'études opérationnelles et surtout des études d'économie mathématique. D'autres quittent le secteur public pour rejoindre le secteur privé. Deux réalisations, reposant sur une assise scientifique aux caractéristiques séduisantes, se projettent dans une vision prospective du développement régional de l'Ouest de la France. EL 4, centrale de démonstration servant à l'expérimentation d'une solution adoptée au Canada, est édifiée entre 1961 et 1967 dans un canton déshérité. D'une puissance de 70 mégawatts, elle doit opérer avec un réacteur modéré à l'eau lourde avec refroidissement au gaz carbonique. L'expérience des monts d'Arrée s'implante dans le périmètre du futur parc régional d'Armorique composant avec plusieurs partenaires avec l'intrusion inattendue de "la rue de Valois", direction de l'Architecture. Sophistication technique de l'utilisation ancienne de la force des marées, générée par l'intrusion de l'économétrie dans le système de pensée des X et Ponts, l'estafilade du barrage-pont de la Rance au-delà de sa forte prégnance cognitive revêt une signification iconique dans un contexte économique particulier. En cours d'achèvement, elle est inaugurée en novembre 1966 par le Général de Gaulle. Une structuration audacieuse, sophistiquée, orgueilleuse, fascinante, monumentale, invitant à une contemplation ambigüe sur fond d'une modification de la morphologie du site. Deux empreintes résultantes d'une expression architecturale d'une intense rationalité : Subordination ? Agression? Altération de deux sites ? L'intégration de ces équipements avait valeur de test. Quels furent les champs de transmission de ces deux filières de production d'énergie électrique, tentées en France, à titre expérimental, restées sans suite? Que représentèrent les champs d'application de ces deux prototypes construits en Bretagne, estimés comme des "cadeaux flatteurs" pour certains, inappropriés à un territoire pour d'autres ou comme des occasions manquées. La créativité scientifique est-elle une garantie de croissance et de réussite économique? Deux challenges en matière de génie civil avec des applications techniques innovantes. Une compétence: celle de Robert Gibrat et d'autres personnalités. D'un point de vue double, d'historienne des arts et de l'architecture et d'historienne du génie civil, nous nous proposons de décrypter ces deux édifices de leur genèse à leur dimension iconoclaste.
