Cultures et pratiques de démocratie participative sur le net en Europe. Illustration à partir de grandes villes européennes

Online participative democracy has been the subject of more and more thorough studies and contributions. Most experiments may chiefly be found on the websites of big towns or cities. Mostly cultural reasons may account for the registered differences in practices. Thus, the elector's relation to local democracy may be determined by inhabitants' net‐connection rate, commitment to local life, by the nature of the process of political decision‐making, or any other cultural phenomenon. This relatively complex situation, linked with the manifold legal and cultural criteria to be taken into account, permits to highlight the diverse approaches of each town's construction of websites. This paper examines the different practices of big European cities regarding online participative democracy.
La démocratie participative sur internet fait depuis quelques années l'objet de contributions et d'études de plus en plus poussées. C'est principalement sur les sites internet des grandes villes ou agglomérations françaises que se trouvent la plupart des expériences. Plus rares sont les études effectuées au niveau européen. Des raisons essentiellement culturelles peuvent expliquer les différences enregistrées entre les pratiques. Ainsi, le taux de connexion des habitants sur internet, l'implication des habitants dans la vie locale, la nature du processus de décision politique ou tout autre phénomène culturel, peuvent conditionner la relation de l'électeur à la démocratie locale. Cette relative complexité de la situation, liée à la multitude de critères culturels et juridiques à appréhender, permet de mettre en lumière la diversité des approches dans la construction des sites internet de chaque ville. Cette contribution a examiné les pratiques entre les grandes villes européennes en matière de démocratie participative sur le net.
