Transregional institutional learning in Europe: Prerequisites, actors and limitations

Résumé

Transregional institutional learning has become an attractive topic for politicians and private consultancy companies. Despite the high number of studies, projects and programs dealing with learning across regional borders, theory and empirical evidence come to controversial conclusions on their efficiency. The paper provides a theoretical overview on the specific challenges for transregional institutional learning based on inter-disciplinary economics and management literature. These theoretical insights are used to describe and assess three different perspectives on transregional institutional learning: a multinational corporation, a benchmarking and a network approach.
