Le « droit à la santé » : des objectifs de l'OMS à ceux du Millénium

The right to health is proclaimed by the United Nations in the Declaration of Human Rights of 1948. In 1981 the right to health became a goal of the new Millennium. In this paper we will demonstrate that the Millennium goals, generous as they are, rely on an insufficient interpretation of primary goods in health. On the contrary, a policy who guarantees primary health-related goods, conceived as capabilities, will not only increase the global health level of the world populations but will also reduce poverty in the world, which is the main goal of the Millennium.

Le droit à la santé est proclamé par les Nations Unies dans la Déclaration des Droits de l'Homme de 1948. Elles en font un objectif du nouveau Millénaire en 1981. Dans ce texte nous montrerons que les objectifs du Millénium, aussi généreux soient-ils, proposent et reposent sur une interprétation des biens premiers en santé insuffisante. A l'inverse, une politique garantissant des biens élémentaires en santé, conçus en termes de capabilités, contribuerait non seulement à améliorer le niveau global de santé des populations mondiales mais également à réduire la pauvreté, objectif phare la Déclaration du Millénium.
