L’avènement du "citoyen par projet" : entre gouvernement des conduites participatives et renouvellement du militantisme associatif : éléments pour une approche individualiste de l’émancipation

Abstract : Citizen initiative factories, incubators, accelerators, citizen projects boost... In addition to institutional forms of political participation, non-profit-run mechanisms are being developed to support autonomous citizen projects. They are constituted as activating agents, contributing to the reinforcement of the autonomy and capacity of citizens to carry out projects by themselves, in and for the city. This thesis focuses on organizations that support project leaders. It aims at understanding how their work broaden the figure of the active citizen and propose an updated version with the figure of the "citizen by project". It examines the ways and means of project support and how these organizations renew intermediation of political citizenship. It questions the interest of the public authorities and reveals an evolution of the way of governing participatory behaviours in order to promote this singular form of active citizenship. Using a method based on comparative monographs, it exposes the tensions that exist in this expanding sector of citizen projects support, whose actors remain polymorphous, and thus outlines a typology of support practices divided in three categories. In so doing, it questions the potential of these practices to renew militant strategies for social change and propose an individualistic approach to emancipatory practices.
