L'urbanisme transitoire, entre renouvellement des modalités de fabrique de la ville et évolution de ses acteurs. Une immersion ethnographique au sein de SNCF Immobilier

Abstract : In the context of a new craze for the notion of transient urbanism, this thesis looks at the appropriation of temporary uses initiatives by urban planning and real estate professionals. Inherited from ancient practices, temporary uses are multiplying within the Greater Paris in vacant spaces and buildings intended to host an urban project. As a mediatised and fluctuating object, transient urbanism is invested with a plurality of values and stakes by the actors involved in these projects: owners, local authorities, developers, promoters and new professionals of temporary occupation. The research focuses on the transient urbanism approach developed by SNCF Immobilier since its creation in 2015. This new structure is in charge of managing and enhancing the vast land and property assets of the SNCF, the French national railway company. From an originally experimental approach, transient urbanism has become a new corporate activity, which raises strategic and operational issues upstream from urban projects. Through an ethnographic immersion within SNCF Immobilier and an empirical study of the implementation of these temporary projects, this thesis aims to investigate the use made by the company of these approaches, the new difficulties they raise and the values and issues that employees associate with these projects. As a source of change within SNCF Immobilier, the development of transient urbanism provides a broader illustration of the transformation of professional practices, modes of action and representations underway within the organisation. The operator's reflections are influenced by its gradual integration into a new community of practice in favour of transient urbanism, concomitant with a renewal of the operator’s methods and his reflections on the production of the city over time. This research uses transient urbanism as an analytical tool to showcase changes in urban development process, the mutation of urban spaces and the transformation of the urban planning and real estate professionals.
