Le système régional d'innovation de la région PACA : vulnérabilité et résilience territoriale dans un contexte ante et post crise économique.

Abstract : In 2007, the subprimes crisis has plunged the world in a period of multiple crises with devastating socioeconomic and territorial effects. In this context, innovation has become even more important as a tool of economic recovery and of socio-environmental progress. The innovation process has become more complex, systemic, territorially differenciated and focused on innovation by uses. The crisis then led to various impacts and heterogeneous trajectories, in accordance with the territorial specificities of the considered location. Thus, this thesis questions the evolution of the systemic organization at a regional scale during a period of crisis. The region is there considered as a relevant scale for the geographic innovation at a time of the knowledge economy. This is also a major stakeholder of the economic development and the multi-scalar device of innovation at a European, national, and local level. The example of PACA region, which served as a field of observation, is an innovating middle-scale region as much as the European as the national scale. It study question how the interactions between innovation actors are organized. Finally, the prism of the crisis allows an evolutionist reading of the innovation process, by studying the event itself (t-time), but also the trajectory of the phase “ante” to the phase “post”, in other words, the impacts of the crisis and the issues of territorial vulnerability and resilience. Thus, this work shows the differentiated effects of the crisis based on three systemic organizations of the innovation geography: the high-tech business sector, the metropolises and the spots of innovation by uses. A large data corpus allows to identify the fragmented trajectories of these subsystems, but also their interactions and the strengthening of the systemic intensity of the innovation process. Among the interaction’s point, we see the growing role of the new academic and scientific organization, whose transversality plays a structuring role in the territory. Therefore, we believe that academic and scientific actors tend to be at the center of innovation’s dynamics.
