Territorial development and cultural heritage: the case of the stone circles of Senegambia

Résumé

Decentralization policies and land use in Africa have experienced significant changes that have induced an approach to development by the territories. The mobilization of cultural resources in the context of territorial development appears as an alternative not often explored. Cultural heritage is a pillar of tourism, which is a factor of development. By creating jobs, and revenue it can generate for communities. The heritage of Stone Circles of Senegambia served as an example to analyze the contribution of a cultural resource to territorial development. Located in the center of Senegal and of north Gambia, megaliths site established in a rural area with local communities that have very remarkable affinities. A geographical and historical approach, this thesis through different approaches established a diagnostic study to better characterize the resource and its environment, including the social, economic and cultural. In a multidisciplinary approach, the study proposes strategies to the actors of the management plan process, identifies the challenges of isolation, problems and prospects of the value of a cultural resource in the context of tourism.
Les politiques de décentralisation et d‟aménagement du territoire en Afrique ont connu des mutations importantes qui ont induit une approche du développement par les territoires. La mise à contribution des ressources culturelles apparait comme une alternative insuffisamment explorée. Le patrimoine culturel est un pilier du tourisme qui est un facteur de développement, par la création d‟emplois et les recettes qu‟il peut générer pour les populations. Le patrimoine des cercles mégalithiques de Sénégambie a servi d‟exemple pour analyser la contribution d‟une ressource culturelle au développement territorial. Localisés au centre du Sénégal et nord de la Gambie, les sites de mégalithes sont établis dans un milieu rural avec des collectivités locales qui ont des affinités historiques très remarquables en termes de valeurs. Par une approche géographique et historique, cette thèse à travers différentes démarches a établi une étude diagnostic pour mieux caractériser la ressource et son environnement, notamment la dimension sociale, économique et culturelle. L‟étude par une approche pluridisciplinaire, propose des stratégies aux acteurs du processus de plan de gestion, dégage les défis liés à l‟enclavement et énonce les enjeux et perspectives de la valorisation d‟une ressource culturelle dans le cadre du tourisme.
