Mostaganem in the tramway era - Urban planning instruments facing the challenges of spatial mobility
Mostaganem à l’ère du tramway - Les instruments d’urbanisme face aux enjeux de la mobilité spatiale

The city is evolving between extension, sprawl and renewal and through several transformations which continuously generate the movement needs of people and goods. Mobility, on the other hand, which is changing in its forms and its supports, instrumentalizing density, land use, distances and accessibility, seems to be the common determinant of changes in the urban form and continues to feed scientific research. In the specific context of Mostaganem city, which opts for the tramway as part of a TCSP (public transport in own tracks) generalization policy in Algeria, we address in this article, the question of the procedural relationship of urban planning instruments; such as the PDAU (master plan for development and urban planning) and the POS (Land use plan), with approaches dedicated to urban mobility.
The exploration of the OD survey data (origin destination) and the reading of the distributions of bus and taxi trips in the AUIC (Intercommunal Urban Agglomeration) of Mostaganem and their comparison with land uses, decided in urban planning, revealed gaps in spatial equity and accessibility. Spatial mobility and its regulation through operations as TOD (Transit-oriented development) or axis contracts make it possible to bring coherence to the aims of planning and to overcome urban cuts. The urban evolution of the city on the typo-morphological level, represents a fund of information essential to measure the impact of spatial mobility on urban transformations.
La ville évolue sans cesse entre extension, étalement et renouvellement en générant continuellement les besoins de déplacement des personnes et des biens. La mobilité de son côté, qui évolue par ses formes et ses supports, instrumentalisant densité, affectation des sols, distances et accessibilité, semble constituer le déterminant commun aux changements de la forme urbaine et ne cesse d’alimenter la recherche scientifique. Dans le contexte spécifique de la ville de Mostaganem, qui opte pour le tramway dans le cadre d’une politique de généralisation des TCSP (Transports collectifs en site propre) en Algérie, nous abordons dans cet article, la question du rapport procédural des instruments d’urbanisme, comme le PDAU (Plan directeur d’aménagement et d’urbanisme) et le POS (Plan d’occupation des sols) avec des approches dédiées à la mobilité urbaine.
L’exploration des données d’enquête OD (origine destination) et la lecture des répartitions des déplacements en bus et taxis dans l’AUIC (Agglomération urbaine intercommunale) de Mostaganem et leur rapprochement avec les affectations des sols, décidées en planification urbaine, nous ont révélé des écarts en équité spatiale et en accessibilité. La mobilité spatiale et sa régulation par des opérations de types TOD (Transit-oriented development) ou contrats d’axes, permet de mettre en cohérence les visées de la planification et de palier aux coupures urbaines. L’évolution urbaine de la ville sur le plan typo-morphologique, représente un fond d’informations capital pour mesurer l’impact de la mobilité spatiale sur les transformations urbaines.
