E-government and Web 2.0, or how digitalization redefines the intermediation between the State, citizens and territories
E-gouvernement et Web 2.0, ou comment le numérique redéfinit l’intermédiation entre l’État, les citoyens et les territoires

The e-government principles are based on interaction with citizens through Web 2.0 technologies. To accelerate the digital transformation of public action, States create platforms which bypass the intermediation of local administrations or territorial actors. Conversely, citizens initiatives invent, via Web 2.0, new services to compensate for the dysfunction of public action. This article analyzes these transformations induced by digital tools, using two perspectives: on the one hand, the notion of State as a platform ; on the other hand, local initiatives in two French cities, Lille and Brest. The limits of these digital intermediation processes, either by the State or by proliferation of local initiatives, push the actors to invent an articulation between these two levels to multiply and optimize the impact of social innovations.
Les principes du e-gouvernement reposent sur l’interaction avec les citoyens grâce aux technologies du Web 2.0. Pour accélérer la transformation numérique de l’action publique, les États créent des plateformes de services qui court-circuitent l’intermédiation des administrations locales ou des acteurs territoriaux. Inversement, des initiatives citoyennes inventent, via le Web 2.0, de nouveaux services pour suppléer aux dysfonctionnements de l’action publique. Cet article analyse ces transformations via deux entrées dichotomiques : d’une part, la notion d’État plateforme ; d’autre part, des initiatives locales à Lille et à Brest. Les limites de ces processus d’intermédiation numérique, par pilotage étatique ou par foisonnement d’initiatives locales, poussent les acteurs à inventer une articulation entre ces deux niveaux pour démultiplier et optimiser l’impact de ces innovations sociales.
