Analytical Community of the Diaspora as a Potential for the Country: International Experience

Résumé
In the works of modern specialists of Diaspora studies an idea is often expressed that diaspora is not only a part of the people living in foreign countries that preserves to a certain extent the spiritual, cultural identity and strives to maintain ties with historical homeland, but first of all it also constitutes a supranational network that has a huge socio-cultural, socio-political, economic and intellectual potential. With this in mind, many countries have had a vast experience of benefiting from the knowledge of their diaspora’s intellectual communities and activities of individuals that are highly regarded in government structures. The article presents the attempts of cooperation of China, Israel and Turkey with the scientific-analytical circles of their Diasporas.
Արդի սփյուռքագետների աշխատանքներում հաճախ հոլովվում է այն միտքը, որ սփյուռքը ոչ միայն արտերկրում բնակվող ժողովրդի մի մասն է, որը որոշ չափով պահպանում է հոգևոր, մշակութային ինքնությունը և ձգտում չխզել կապը պատմական հայրենիքի հետ, այլև, առաջին հերթին, այն անդրազգային ցանցն է, որը պարունակում է հսկայական սոցիալ-մշակութային, հասարակական-քաղաքական, տնտեսական և մտավոր ներուժ։ Հաշվի առնելով այս հանգամանքը՝ տարբեր երկրներ իրենց սփյուռքի մաս կազմող մտավոր հանրույթների գիտելիքներից և պետական կառույցներում մեծ հեղինակություն ունեցող անհատների գործունեությունից օգտվելու հսկայական փորձ ունեն։ Հոդվածում ներկայացված են Չինաստանի, Իսրայելի, Թուրքիայի համագործակցության փորձերը իրենց սփյուռքերի գիտավերլուծական շրջանակների հետ։
