La place de l’armée dans les institutions : un enjeu structurant du système partisan égyptien
Résumé
The Egyptian military has been playing a key role in the institutions of this country since the proclamation of the Republic in 1952. Nevertheless, from the 1970s until 2011, it had not been directly involved in the political field and had favoured instead the building of an economic empire. The 2011 revolution put it at the front stage for a second time, and it has since then intervened in the political arena in order to protect its interests. In so doing, it has transformed the issue of its own place within the institutions into a political stake, participating into the structuring of the Egyptian party system. This explains why the revolutionary/counter-revolutionary cleavage has become the second most important issue for the organization of the Egyptian political life, the first one being the Islamist/secularist cleavage, which is a common characteristic shared by all the North-African party systems.
L’armée égyptienne occupe une place importante dans les institutions de ce pays depuis la fondation de la République en 1952. Néanmoins, à partir des années 1970, elle ne s’impliquait plus directement dans le champ politique et préférait investir le terrain économique. La révolution de 2011 l’a brusquement replacée au centre de l’arène politique, où elle a cherché à intervenir pour sanctuariser une partie de ses intérêts. De ce fait, la question de la place de l’armée dans les institutions est devenue un enjeu politique de premier plan, participant à la structuration du système partisan égyptien. Ceci explique pourquoi l’opposition de la révolution et de l’ancien régime est devenue le deuxième axe autour duquel s’est organisée la vie politique égyptienne, après un premier axe commun à tous les pays d’Afrique du Nord et qui est celui opposant islamisation et sécularisation.
