The Marine Natural Park (NMC) is a territorial framework for public action created in 2006 with the aim of reconciling maritime human activities with the objective of preserving biodiversity. Thirteen years after the creation of the first NMC, this communication aims to assess whether the objective has been achieved by this new form of territorialisation of public action. The analysis shows that it is undeniably an interesting tool for organising consultation between public stakeholders and sea users. However, as consultation is not always sufficient to guarantee the reconciliation of human activities with coastal protection, it is necessary to consider the other means available to the NMC. While it does not have regulatory competence, this gap is filled by the possibility of exercising normative and operational competence, which enables it to achieve the ambivalent overall objective of reconciling maritime activities with the protection of coastal biodiversity.

Le parc naturel marin (PNM) est un cadre territorial d’action publique créé en 2006 en vue de concilier les activités humaines maritimes avec l’objectif de préservation de la biodiversité. Treize ans après la création du premier PNM, cette communication vise à évaluer si l’objectif a été atteint par cette nouvelle forme de territorialisation de l’action publique. Il ressort de l’analyse qu’il est indéniablement un outil intéressant pour organiser une concertation entre acteurs publics et usagers de la mer. Néanmoins, la concertation ne suffisant pas toujours pour garantir une conciliation des activités humaines avec la protection du littoral, il convient de s’interroger sur les autres moyens dont il dispose. S’il n’est pas doté d’une compétence réglementaire, cette lacune est comblée par la possibilité qui lui est offerte d’exercer une compétence normative et opérationnelle, laquelle lui permet d’atteindre globalement l’objectif ambivalent de concilier les activités maritimes avec la protection de la biodiversité sur le littoral
