Differentiated adjustment to the 1991 Mt Pinatubo resettlement program among lowland ethnic groups of the Philippines

This study focuses on the adjustment of twolowland ethnic groups of the Philippines, i.e.the Kapampangans and the Ilokanos, to theresettlement program set up in the aftermathof the 1991 Mt Pinatubo eruption and lingeringlahars. Victims from both ethnic groupschallenged the layout of the resettlement siteand the design of the houses. However, theKapampangans maintained strong links withtheir native village while the Ilokanos proved tobe loosely tied to their territory. The differentadjustments to the resettlement program is tracedto different ethnic histories and cultures. The topdownand technocratic nature of the resettlementprocess failed to consider these ethnic factors.
