Les politiques publiques façonnent-elles les listes électorales ? Le cas des personnes handicapées en 2017

Abstract : This article examines the results of the first statistical survey on the political participation of persons with disabilities in France. By cross-referencing the data obtained in a random sample of the files maintained by three French welfare agencies specializing in persons with disabilities (MDPH, maisons départementales de personnes handicapées) with voter registration lists and voting records, we shall analyse how situations of disability – described here in terms of the administrative relationships involved – frame access to political citizenship. We shall argue that the gap in political participation occurs at the level of voter registration, in particular for those persons requiring the most assistance ; we shall then explain how the intensity and modalities of the assistance provided largely determine the level of electoral exclusion.
