The Role of EU and International Organizations’ Strategies and Interdependencies in the Transfer of International Norms

While most researchers studying Europeanisation and norm transfer focus on policy developments in recent years, this chapter adopts a longitudinal approach, which helps to nuance the seemingly predominant role of the EU in policy transfer in neighbouring states. Indeed, this contribution shows that until 2010, the EU had little influence on asylum policies in Ukraine, unlike the United Nations High Commissioner for Refugees (UNHCR) and the Council of Europe. However, through the EU's sector-specific conditionality (VLAP) between 2010 and 2015, the EU has become the main driver of asylum reforms in Ukraine. This chapter also reveals the interdependence of the transfer activities of the EU and UNHCR.
Alors que la plupart des chercheurs qui étudient l’européanisation et les transferts de normes se concentrent sur les développements politiques de dernières années, ce chapitre adopte une approche longitudinale, qui permet de nuancer le rôle apparemment prédominant de l’UE dans les transferts de politiques dans les États voisins. En effet, cette contribution montre que jusqu’en 2010, l’UE n’a qu’une faible influence sur les politiques d’asile en Ukraine, contrairement au Haut-Commissariat pour les Réfugiés des Nations Unies (HCR) et au Conseil de l’Europe. Toutefois, par le biais de la conditionnalité sectorielle (VLAP) de l’UE entre 2010 et 2015, l’UE devient le principal moteur des réformes en matière d’asile en Ukraine. Ce chapitre révèle en outre l’interdépendance des activités de transfert de l’UE et du HCR.
