Les politiques urbaines face à l'automobile : objectifs, outils et controverses de l'action publique dans les métropoles de Bruxelles et Paris

Abstract : The car and the city: comparative analysis of urban policies in Brussels and Paris metropolitan areas. Abstract This paper deals with urban policies on car mobility. The issue of the car in the city is on the political and media agenda in various urban contexts. Many controversies are examined in academic research. Based on this academic corpus, we propose an analysis of the public policies for car mobility reduction implemented in the metropolitan areas of Brussels and Paris. This analysis is based on an study of planning documents and interviews with stakeholders. In these two metropolitan areas, we explore the objectives, the instruments and the implementation of these urban policies. This comparison allows to discuss the public policies goals (modal shift, decarbonation, recent developments towards the reduction of car mobility), the diversification of the tools used (incentive and secondary coercive tools, demand management, etc.) in a context of complex metropolitan governance. Finally, the analysis of the public policies toolbox confirms that there is opposition between central and peripheral areas in this regulation of car mobility despite recent developments aimed at generalising this car reduction goals on a metropolitan scale.
