Enjeux régionaux de la diffusion spatiale d'un équipement de mobilité : l'infrastructure de charge pour véhicules électriques. L'exemple des Hauts-de-France

Abstract : Ambitious projects of public charge stations dissemination are currently in expansion in France as the European Commission and the French governments have taken financial and political measures to urge people to use electric vehicles since the years 2009 and 2010. We will describe this favorable context and then, we will question the purpose of such enthusiasm. The development of electric vehicles is indeed a controversial topic: a brief review of literature shows that the economic, environmental and social benefits of these vehicles remain unclear. Yet, and despite the criticism, the dissemination of charge stations is in progress: the MOUVE project (2017-2018) aims at describing this spatial distribution using quantitative and qualitative tools. First, we built a database that locates each charging point. We collected each point thanks to the national opendata website and crowdsourcing websites. Secondly, we conducted several interviews with the regional stakeholders in order to supplement our charging points database. Thanks to both quantitative and qualitative methods, we could draw some conclusions and unpublished issues in the field of electro-mobility: discontinuity and incomplete charge stations networks, the variety and the contrast between public and private electro-mobility strategies and the lack of coordination between all stakeholders.
