“Nimby” and Proud of It? Identity, Labelling and Visions of Territory. The Case of the Deep Geothermal Energy Controversy in Strasbourg Eurometropolis

This article aims to understand the dynamics of the controversy over deep geothermal energy (DGE) that occurred in 2015 on the territory of Strasbourg Eurometropolis. DGE is expected to contribute to the energy mix supportive to the energy transition in France. How to explain that a public cause, supposed beneficial for the human being and the planet, is subject of so much opposition? Our analysis is articulated on three levels. First, the opposition is embedded in a hyperlocal perimeter, that of the projects and that of the public inquiries, which allows the promoters to circumscribe it by stigmatizing its Nimby nature (not in my backyard). Secondly, this stigmatisation threatens the identity or legitimacy of the inhabitants to decide on DGE. Finally, we analyse the territorial dimension of the public perception of the projects. In this framework, we seek to understand how the opponents self-define and build their legitimacy to intervene in the debate, even in the decisions.

Cet article veut comprendre la dynamique de la controverse autour de la géothermie profonde (GP) qui s'est développée sur le territoire de l'Eurométropole de Strasbourg en 2015. La GP est censée contribuer à instaurer un mix énergétique favorable à la cause de la transition énergétique en France. Comment expliquer qu'une cause d'ordre opposition ? Notre analyse articulera trois niveaux. Premièrement, l'opposition est enfermée , ce qui permet aux promoteurs de circonscrire l'opposition en stigmatisant sa nature « Nimby » (not in my backyard). Deuxièmement, cette stigmatisation menace l'identité ou la légitimité des habitants pour se prononcer sur la GP et construisent leur légitimité pour intervenir dans la discussion, voire dans les décisions.
