Abstract : With a functionalist vision of the education system, the legislator in Algeria has always considered that the bodies, authorities and actors in the field, theoretically driven by the same motivations and objectives, have no choice but to implement educational reforms and introduced from the top. In addition, in a political and unitary project of the State, the educational diversity and the cultural and linguistic particularities of both teachers and users were (are) perceived and formally presented as an obstacle to the foundation of a "national culture "A" national pedagogy ", a national history and, finally, an ideology that aims to be rational and scientific. This means that the conditions for failure of the reforms, in particular the non-participation of the teachers and the remoteness of the establishments of the places of the decision, had been regularly gathered for several years in Algeria.
