VCC and VCC 2 -A Doppler independent clutter cancellation technique to mitigate the degradation of air target detection due to wind turbines

Abstract : The degradation to primary air traffic control Radar detection of air targets due to the proximity of wind turbines and wind farms has been widely reported. The limitations imposed by this degradation provides safety concerns for air travel and operational limitations to the air transportation industry and wind energy providers. Most Radar manufacturers are investigating wind farm mitigation (WFM) techniques with vary claims of success for their adopted techniques. Most techniques address a limited number of degradation mechanisms and may have only limited overall success in mitigating the wider problem. Intersoft Electronics has been involved in addressing this problem for 20 years and has developed their Next Generation Signal Processing (NGSP) solution. NGSP provides, amongst other unique, advanced benefits, potentially the best wind turbine mitigation capabilities available. NGSP has been introduced into their systems by a number of Radar manufacturers and is included as a key capability in a wide range of Intersoft Electronic’s Radar upgrade programmes. NGSP is currently operational in over 100 system worldwide. The NGSP WFM capabilities were presented at EMWT2018. Since 2018, Intersoft Electronics has been further developing their WFM capabilities by extending their Vertical Clutter Cancellation (VCC) technique, (a Doppler independent clutter cancellation technique that can cancel point source clutter returns - such as from wind turbines, in the Radar receiver path, on a Radar cell by cell basis), to include avoiding illuminating the clutter reflectors in the transmit path - the VCC 2 technique. This paper presents the concept, application, predicted performance improvements and field results of the VCC and VCC 2 techniques and summarizes the benefits for air traffic control of manned aircraft and potential improvements to detection of unmanned aerial vehicles (UAVs).
