A good city. About control systems, their fragility and their overtaking.

Résumé

À partir du cas de l’Observatoire de la tranquillité publique de la ville de Marseille, cet article examine les modes probables de fonctionnement des algorithmes de surveillance participative d’une grande ville. Ces modes sont examinés en termes organologiques (Simondon, Stiegler) afin d’identifier leurs performances et leurs fragilités. Le big data marseillais imaginé par quelques-uns est un système technique en devenir. Nous pouvons l’étudier en tant que système organologique, c’est-à-dire comme un réseau d’organes de différente nature qui se co-déterminent de manière continue (Stiegler, 2014, 2015). Nous savons que ces systèmes sont fragiles, nous savons que plus ils sont fermés plus ils sont condamnés à se bloquer et disparaître, et en tant que tels, nous savons décrire leurs conditions de fonctionnement. En posant les termes de cette analyse, ce texte entend rendre compte de la fragilité d’un système technique ou plus précisément, de ses conditions d’usage au travers du concept d’indétermination hérité de Simondon. Une fois analysé en tant que tel, nous envisageons des voies politiques pour définir la fragilité que nous désirons dans une ville vivable.
Starting from the case of the Observatoire de la tranquillité public of the city of Marseille, we aim to analyze the functioning of the digital control system of a big city. This functioning is examined in organological terms (Simondon, Stiegler) in order to identify its performances and its fragilities. The Marseille big data imagined by a few is a technical system in progress. We can study it as an organological system. In other words, as a network of organs of different kinds in interaction and a continuous way (Stiegler, 2014, 2015). One knows that these systems are fragile, we know that the more they are closed the more they are condemned to hang and disappear, and as such, we know how to describe their social and technical conditions. Thus, this text intends to describe the fragility of a technical system or more precisely its conditions of use through the concept of indeterminacy inherited from Simondon. Once analyzed as such, we envision political ways to define the fragility we desire in a livable city.
