Les violences envers les enfants dans le Perche ornais. Une approche par les réseaux personnels de la parentalité en difficulté

Abstract : This research is a part of an invitation to bid published by the French Children in Danger National Observatory dedicated to child abuse ( 2013 ), and of an answer to an Action Research commissioned by the Orne Department Council. It was conducted by the university of Caen-Normandie’s Research Center on risks and vulnerabilities. The research has three main lines : the first aims to understand the meaning of a supposed increase of cases of child abuse in the Perche Ornais territory. The second line of research uses heuristic personal networks to understand the dynamics of families followed by Child Protection Services. The third explores possible actions for professionals. The collection of statistical data and interviews with professionals shows that the concept of mistreatment remains unclear, it includes risk and merges with danger, and it keeps expanding. The statistical data do not suggest an increase of violence cases in that territory but suggest an artifact : the work of the Child Mistreatment Reports Office begins in the year 2009 (it has been set up by the new Child Protection law in 2007). The personal networks of the families show different structures, they include selected members of the parenthood, friends, neighbors, and in some cases colleagues, social workers and even dead people. If all the interviewed families are not socially isolated, supportive relationships are generally few, non-reciprocal, and an assistance by the spouse is not always mentioned. Friends are a major figure of support while many family quarrels limit the support of which they could benefit. As they result of life trajectories dotted with difficult events, their personal networks do not give to the parents the aid they would need (emotional and instrumental support). This research leads to different reflections among which the implementation of support groups for the parents or a parent’s debate café and a suggestion for a research on the network tool.
