L'accréditation hospitalière et la qualité des soins en Inde. Entre logiques commerciales et objectifs de santé publique.

Abstract : The issue of quality of care and patient safety is crucial for health systems in poor and emerging countries. While the Indian hospital sector is often in the news for its poor medical and commercial practices, hospital accreditation is quite often presented as a solution to government failures to control the hospital sector. This article reviews the genesis of the Indian hospital accreditation system, its functioning and results to analyse whether this new instrument of public action (Lascoumes, Le Galès) can be effective in guaranteeing the quality of care and patient safety. Despite its innovative character involving the co-construction between private and public stakeholders of a new system of standards, and despite the progressive adjustments made to better respond to the strong fragmentation of the hospital sector, hospital accreditation is struggling to impose itself on private and public hospitals. Ten years after its introduction, the limits reached by hospital accreditation make regulation and control of hospital activity by public authorities all the more essential for improving the quality of care in India.
