We study the link between the implantation process of a foreign direct investment project and this process's integration in the territory's competitive intelligence system. Based on a factual study going from 2005 and 2013, we propose a second analysis using a theoretical framework from the sociology of translation (Actor-Network Theory). Analyzing the case of a Chinese company's implantation in France, we demonstrate how local government agencies created a sense of failure for this project, which, actually led to a positive and tangible outcome for the territory.

Nous étudions les liens entre le processus d'implantation d'un projet d'investissement direct étranger et son inscription dans le dispositif d'intelligence économique territorial. Sur la base d'une étude initiale historique, nous proposons une analyse secondaire à l'aide du cadre théorique issue de la sociologie de la traduction. Sur le cas spécifique du management de l'implantation en France d'une entreprise chinoise, nous montrons comment le management public va produire une impression d'échec pour ce projet qui, paradoxalement, trouvera une issue concrète et positive sur le territoire.
