Concentrer la production de logements HLM dans les zones "tendues". Implicites, opérationnalisation et réinterprétations d’un objectif politique

Abstract : In France, housing policy relies on many different area-based interventions. It is the case for social housing production: since 2008, new social dwellings must firstly be produced where housing markets are defined as " tight ". The zoning used to do so until 2014, called " zonage A/B/C " , defines areas as priority when an important gap between supply and demand exists. First, we examine the spatial distribution of recent social housing production and observe a limited increase of new social dwellings localised in " tight " housing markets. Then we observe the emerging mobilisation of social housing organisations based in non-priority areas and how they refer to the " zonage A/B/C ". We show that they use the fact that they are not defined as " tight " housing markets to promote a differentiation of State support that would be able to take into account their specific housing needs.
