The imagibility of Eurometropolis (Lille Kortrijk Tournai) : Dilemmas and difficulties in the representations of a cross-border region.

The general issue of this research is about the "imagibility" of the Eurometropolis Lille-Kortrijk-Tournai (EM). First cross-border territory to form an EGTC (in 2008), and although already strongly institutionalized, it still struggles to (re)-present itself as an entity readable by its inhabitants, visible from the outside and consistent for the actors. This analysis focuses then on its iconography, the spatial representations produced by and for this institution, during its different phases (since 1991, beginning of the COPIT), as symptoms of its conceptualization difficulties. This paper, presented at the Euregio Conference (Lille, June 2017), examines the role and uses of the notion of region in the construction of the Eurometropolis : does it contribute to elaborate a spatial image, a territorial vision ? Converselt, what place does the Eurometropolis occupy in the territorial structures of the instituted Regions, which are members of it ? And finally, what are the relations between this territory and the euro-region concept, in particular that defined by the criteria of the InterregA programs.

La problématique de cette recherche est celle de "l'imagibilité" de l'Eurométropole Lille-Courtrai-Tournai. Premier territoire à se constituer en GECT (2008), et déjà très structuré institutionnellement, il peine encore à se (re)présenter en tant qu'entité lisible par ses habitants, visible de l'extérieur et cohérente pour les acteurs. L'analyse porte sur son iconographie, les représentations spatiales produites par et pour cette entité (depuis 1991, début de la COPIT), comme symptôme des difficultés de conceptualisation. La présente contribution à la conférence Eurégio (Lille, juin 2017) examine en particulier le rôle et les usages de la notion de région dans la construction de l'Eurométropole : est-ce qu'elle contribue à l'élaboration d'une figure spatiale, d'une vision de territoire ? En miroir, quelle place occupe l'Eurométropole dans les structures territoriales des Régions instituées, qui en sont membres ? Et enfin, quelles sont les relations entre ce territoire et la notion d'euro-région, notamment celle définie par les critères des programmes InterregA.
