Joint location of facilities and mobile resources: an application to the sector of public works

Résumé

We model the problem of locating logistics platforms and planning a set of tasks. A subset of tasks requires the use of mobile equipment, i.e. machines that can be moved from one logistics platform to another. Thus, the optimization problem includes two types of decisions: (i) strategic decisions include the location of new platforms and mobile platforms, and (ii) tactical decisions include the flow of materials through the network. The company has a large set of clients with irregular demand, with a deterministic but variable demand during a subset of time periods. We consider a time horizon of one year, decomposed into time periods of one month. The objective function to be minimised is the sum of the fixed set-up cost of platforms, production and delivery costs and the cost of moving the mobile resources from one platform to another. The optimization problem is modelled as a mixed integer linear program (MILP) and solved with IBM Ilog Cplex 12.6.3. We present numerical experiments for a case study in the sector of public works.
