Ambiências e controvérsias: dois métodos complementares para melhorar a comunicação do risco

Abstract : Our research is based on an interdisciplinary collaboration between CETESB (Environmental Agency of the State of São Paulo), and the two research teams Territoire (UMR 5194 PACTE) and Cresson (UMR AAU 1563) in France. It aims to test various qualitative methods to implement a participative risk communication towards the populations of areas at risk of the Metropolitan Region of São Paulo. We are particularly interested in Barão de Mauá residential complex, located in the city of Mauá, 30 km from São Paulo, which is a life-size laboratory to study a situation of risk of soil and groundwater contamination. In this context, our contribution is to implement two very complementary and articulated approaches: an approach by the controversies that updates the positions and logic of the various actors involved in this situation of risks; an approach which describes the ambiances of the condominium as close as possible to the inhabitants lived experience.The analysis of controversies can be used as a methodological tool to understand how to form new public problems emerging risks are an emblematic example. It will analyze the actors mobilized, the arguments are exchanged, the objects that circulate and are transformed, agreements that constitute and dissolve to identify the salient aspects and analyze bottlenecks. Regarding the approach within the ambiances, an anthropological immersion of a Franco-Brazilian research team was conducted for 5 days in the Barão de Mauá condominium. An original inquiry was implemented to develop a substantial sensory ethnography of this contaminated environment. The hypothesis that guided this work is that an atmosphere of risk is embodied and manifested in sensory perceptions, physical and memorial traces, daily gestures, ordinary narration, emotional tones, specific landscapes, and ways of being together. Both approaches proved very complementary to various points of view: in the implementation of various time scales involved in the situation of risk (long temporality when it falls within the socio-political history of the area and short when we focus on the daily experience of the inhabitants), in the articulation of the various levels of analysis involved (actors logical analysis and experiments inhabitants). The articulation of these two approaches broadens the concept of risk communication in giving all due importance to the qualitative perception of risk, complexity vulnerable situations and leading to a proposal for participatory risk communication.
