Synthesis report on National Policy Frameworks

his report is built around two dimensions: 1) It aims to contribute to evaluate how the existing macro policies match or not to the day-to-day need of the AAFNs development. [...] 2) Some favouring and hindering factors for AAFNs are not directly connected to macro-policies. It is interesting to show those factors, because they open the possibility to propose some new political measures (either to reinforce favouring factors, or to limit hindering ones, and representing the adequate frame for AAFNs). This set of factors can in other words help to show what is useful or needed, and to propose new policies.
