Quelle action publique pour la mise en oeuvre de réseaux électriques « intelligents » ? Une analyse comparée des expérimentations de Smart Communities au Japon

Abstract : In Japan, the Fukushima accident has raised the issue of the stability of the grid and questioned the share of nuclear power in the energy mix. Among the sociotechnical solutions often proposed, the transition to a “smart city” including renewable energies and the stabilisation of their intermittency through the introduction of ICT calls for the deployment and verification of complex technologies with undetermined international standards. This change of energy paradigm toward a decentralised and locally managed energy production implies a reshuffle of actors’ relations in the energy sector, which calls for questioning the actors’ values and representations, the structuring effect of the smart grid on their relations and the resulting new forms of public policies. This study focuses on the “smart community” national program and the governance in four demonstration projects that have been implemented by the national government since 2010. My presentation will attempt to show, first, relations’ structuring among firms according to their role, the call on expertise and the difficulty of public and associative actors to position themselves with regards to energy issues. Second, I will emphasize on the weakness of the political debate through the use of a technicist referential shared by involved actors, setting the “smart” grid up as a non-political object.
