La réforme de l'État culturel local Reconcentration instrumentale ou " contrôle orienté " ?
Résumé
Reforming Cultural local State. Instrumental reconcentration or "oriented control "? The analysis of reforms in the field of culture leads to develop three research hypotheses. The first is to question the end of the French model of State administrative devolution, i.e. "déconcentration". The second hypothesis drives us to examine the issue of administrative behaviors control, by testing the consistency of the instruments of reform themselves, through distinguishing the LOLF and RGPP and the implementation of the software Chorus. The third assumption is also intended to test the consistency of this "normative suite" acccording to the distinct areas of public intervention in the field of Culture. In conclusion, we highlight an analysis of the instrumental differentiation and propose an outline theory of the policy "directed trap".
L'analyse des réformes dans le domaine de la culture incite à développer trois hypothèses de recherche. La première consiste à mettre la fin de la déconcentration à l'épreuve des terrains. La deuxième hypothèse vise à approfondir la question du gouvernement des conduites administratives, en testant la cohérence des instruments de réforme entre eux, et en distinguant la LOLF et la RGPP, ainsi que la mise en place du progiciel Chorus. La troisième hypothèse vise enfin à tester la cohérence de cette " suite normative " à l'épreuve des différents domaines de l'action publique culturelle. En conclusion, nous mettons au jour une analyse de la différenciation instrumentale et proposons une ébauche de théorie du " contrôle orienté ".
